There is a general saying that God helps those who helps themselves - I couldn't find this in the bible. I guess this is because God helps those who trust and depend in Him.
However, this saying is quite similar to the scripture:
"In everything you do, put God first, and He will direct you and crown your efforts with success." - Proverbs 3:6 (The living bible translation).
The Keyword here is efforts. Does this mean that if I make no effort, I won't be blessed/crowned? I believe so! It's much like 'seed, time, and harvest'. You sow, you wait, you harvest; sometimes in 30-, 60-, or 100-fold. But when you sow $0, you will harvest $0 * 100 = $0 (or 100 zeroes if you want the real mathematical breakdown). Beware that you are responsible for ensuring that you sow on good ground - a topic for another time.
Back to crowning of efforts - Without an effort, there is really nothing to bless. Most millionaires made an effort; invented a product, service, etc. Even those that inherited their wealth have to make efforts to make it going (new product lines, new businesses, etc).
Oh yeah, the guy that won the lotto? - I guess he made an effort in buying the lotto ticket. Let's hope he makes more effort keeping the loot (I mean winnings).
